Climate deal 'unlikely' this year (transcript from BBC on 06/11/2009)

'The UK government says it is highly unlikely that a new legally binding treaty can be agreed this year - and a full treaty may be a year away'.
I fully agreed with BBC's commentary that climate deal cannot be striken in Copenhagen next month; the reason is that each country had taken into account of their own interest without a broader view for the sake of our next generation and devastation caused to our global village!
If we determined to finalize a legal binding treaty to supplant the Kyoto Protocal; all nations (regardless of developed/under developed/developing countries) must come to consensus that putting aside their ideology, selfishness as well as embracing strong sense of environmental sustainability.
Just like the preparatory conference held in Spain last week, European Union ploedged to raise funds to tackle problem of climate change up to 100 billions Euros per annum at 2020, but did not commit an exact figure on how much they could contribute?
In the meantime, USA is unwilling to ratify because their legislation is not yet passed by Congress, how could we expect them to fully implement their obligations?
China also seems to be ambiguous on their stance and didn't reveal distinctly their future plans as to fight climate change.
In my view, if we contemplate any fruitful result next month, all nations concerned must express their utmost integrity by bridging one's difference to another seeking for the best prescription as to save our planet.
