'Hamid Karzai has been inaugurated to a second term as the President of Afghanistan. German Foreign Minister Guido Westerwelle praised the message in Karzai's inaugural speech, and called on Karzai to follow through'.
Most of the western powers is starting to drag their feet on deploying more troops to Afghanistan; as they recognize that it could be a war without end!
The point is; it causes great impact to their nation socially/politically/economically. As a result, western power (including Germany) take a tougher line on Afghanistan with no alternative.
Prior my observations, terrorism didn't play an important role on stopping the country to democratization, on the contrary, poverty and corruption is the major obstacle.
Over a decade, Afghanistan is running without a strong and effective government; the situation is deteriorating dramatically after 2001 (while Taliban has been driven out of the country with the help of USA).
Afghanistan is listed second most corrupt country in the world (just behind Somalia). It also reported that most civilian wants to leave the country if possible because those people at the top gaining at the expenses of people at the bottom. Those people even cannot afford to have enough food as well as proper shelter to stay in, as foreign aids didn't reach to these folks who need it most!
When the nations falls into corruption 'endemic', irrespective of what reputation one stands; e.g. government officials, merchants, civilian, all of them thinks that without bribery, one cannot get the service you ought to get. No matter position buying, getting car license, nepotism etc. which became ordinary practice to everybody concerned.
During his speech of ainauguration, Preisent Karzai stressed that he will eradicate terrorism, self depedence on controlling security situation without aids from western powers within 5 years, fighting corruptions and punish officials brought to justice.
A lot of western officials welcome his speech (including Germany) but reiterated "Now it's deeds that matter, not just words".
Germany now agreed their troops to extend another year in Afghanistan but USA still undecided whether or not deploying more troops as yet.
Taiwan is also suffering from corruptions over many decades even though not so scaring as Afghanistan but it arouses detrimental effect on our process to a fully democratized nation!
